Proclamation No. 145/1998

National Fertilizer Industry Agency Establishment (Amendment) Proclamation

WHEREAS, it has become necessary to further amend the National Fertilizer Industry Agency Establishment Proclamation, NOW, THEREFORE, in accordance with Article 55 (1) of the Constitution, it is hereby proclaimed as follows:

1. Short Title

This Proclamation may be cited as the “National Fertilizer Industry Agency Establishment (Amendment) Proclamation No. 145/1998.”

2. Amendment

The National Fertilizer Industry Agency establishment Proclamation number 106/1994 is further amended as follows: 1. Sub-Article (4) of Article 2 of the Proclamation is hereby deleted. 2. Sub-Article (2) of Article 3 of the Proclamation is hereby deleted and replaced by the following new Sub-Article (2). “2) The Agency shall be accountable to the Prime Minister.” 3. Sub-Article(9) of Article 8 of the Proclamation is hereby deleted and replaced by the following new sub-Article(9): “9) Submit the annual report of the Agency to the Prime Minster’s Office.” 4. The following new sub-Article 10 is hereby added under Article 8: “10) Following the basic principles of the federal civil service laws issue directives, regarding the salary scales, employment and adminis-tration of professional employees of the Agency, and follow up the implementation of same upon approval by the Council of Ministers.” 5. Article 11 of the Proclamation is hereby deleted. 6. Articles 12, 13, 14, 15 and 16 are renumbered as Articles 11, 12, 13, 14 and 15 respectively. 7. The phrase “…every three months…” in the first sentence of Article 11(1) is hereby deleted and replaced by the phrase “…every month…” 8. The following new sub-Article (5) is hereby added under Article 12 of the proclamation: “5) Employ and administer professional person-nels of the Agency in accordance with direc-tives approved by the Board, determine their salary and allowances, and other employees in accordance with the federal civil service law.”

3. Effective Date

This Proclamation shall come into force as of the 15th day of December, 1998.
